Toast almonds and let them cool completely. Mince herbs and mix them in a small bowl with lemon zest, grated garlic, salt, black pepper and red pepper flakes.
With a hand (or stand) mixer, combine goat and cream cheeses. Continue mixing and sprinkle in herbs, zest and spices until combined.
Form cheese mixture into two teardrop shapes on a plate. Garnish with rosemary and begin placing almonds in a pinecone design, pointy side up. Enjoy immediately with crackers or refrigerate until serving.
